I have to begin by thanking the many, many Republicans and Democrats who are part of the two-thirds that are necessary to award the Congressional Gold Medal. Of course, it was necessary to remind others of Senator Edward Brooke who became the first African American elected to the United States Senate in 1967 presciently ahead of his time. He was the first popularly elected Black Senator. I thank Members because I never encountered a Member who didn't see Senator Brooke as a historic figure worthy of the highest award the Congress can give, the Congressional Gold Medal.
