What about the unprecedented procedure that the other side used to delay this bill, sending the message around the world to delay this bill when it was delayed the last time? This procedure is legal. Therefore, if you want to use procedure to stop the bill, you should say so. The fact is you have raised a constitutional point. You are not a constitutional scholar, and no Member of this House is, even I, who was a constitutional lawyer. Therefore, when in doubt about something as precious as the right to vote, when the people we are talking about have paid taxes and have gone to war since the birth of the Republic, surely we should err on the side of encouraging everybody to vote for the bill, send it to the Senate, and let the one institution that can decide constitutional questions, the Supreme Court, make that decision.
