“I am from Cleveland, Ohio; and it would seem from this discussion that while this is all about Florida, it is not. All over this country there are communities that are in coastal areas and flood plains, in hurricane alleys; and they are all looking at this legislation, realizing that the insurance companies are just withdrawing from areas where there's a high number of claims. They don't want to take the risk anymore, even though people, many of whom have been paying premiums, have never filed a claim. So it is appropriate for this legislation to be passed. I have to say that the occasion of this legislation raises even deeper questions about the insurance industry across this country as to their practices, as to a new form of environmental redlining. And what we are looking at is we also have to see the interplay between environmental and energy policies and weather and climate patterns. We are at a moment of transition here. Certainly this legislation ought to be supported.”
