I want to take what I think it is going to be particularly important for the conferees to focus on the work of the committee in insisting that the language of the committee's work limits the administration to action relating only to September 11, and that, in fact, there is no authorization for any action against Iraq. It is important for this Congress to have a debate. It is important for this Congress to insist on its prerogatives under Article 1 Section 8 of the Constitution of the United States, and our conference committee has an opportunity to protect that prerogative. I am hopeful that the administration will recognize the importance of having a debate over Iraq on the floor of this House.
