I would like to state my affection for the gentleman from Pennsylvania (Mr. Weldon), my respect for his sagacity, his knowledge of these issues. I think this is an important debate. I think that those of us who, for the last 15 years, have been watching this who perhaps have not had the opportunity to attend any of the gentleman's meetings can still develop a point of view based on information that we receive independently that can achieve a level of debate which this House is entering into. Of course my main point is what we know right now. We have a lot of information that suggests there is serious questions as to whether the system works or not which is even before we get into the feasibility of it on a national defense basis. But I want to reiterate my great respect for the gentleman from Pennsylvania (Mr. Weldon), and my appreciation for his commitment to the defense of our country.
