At that point, they notify them they have 7 days, and if they cannot do it, then that is unfortunate. But at least they have the time to correct it, and if it is a minor thing such as filing the wrong form, and they could get the wrong form, they can turn that around in a few days. So, as my colleagues know, this is not intended to create a loophole where someone could, in effect, I say to the gentleman from Maryland (Mr. Hoyer) and the gentleman from Ohio (Mr. Portman), forestall the proper execution of the Federal grant program. But it is intended to make certain that no one, no worthy and otherwise proper applicant, and this was the case that I cited which someone had already been operating under a Federal grant and followed all the guidelines, no one would be denied the chance to be a grantee simply on a routine technical matter. They would have the chance to come back.
