The American people are to be heartily congratulated on everything of importance that has been done in connection with the building of the Panama Canal.

The board of engineers who signed this report are of all the men in their profession, within or without the United States, the men who are on the whole best qualified to pass upon these very questions which they examined.

The co-operative plan is the best plan of organization wherever men have the right spirit to carry it out.

The farmer should realize that the person who most needs consideration on the farm is his wife.

We need the development of men in the open country, who will be in the future, as in the past, the stay and strength of the nation in time of war, and its guiding and controlling spirit in time of peace.

I do not recommend any appropriation for their services, but only for the expenses that will be required to finish the task that they have begun.

But it is of high consequence to the country that the statistical work of the census shall be conducted with entire accuracy.

I can not too earnestly urge that the Director of the Census be relieved from this unfortunate situation.

This of course meant the destruction of economy and efficiency for purely political considerations.

The noncompetitive examination in a case like this is not only vicious, but is in effect a fraud upon the public.
