his observations are that Medicaid is a disincentive for work, and furthermore, that he spoke of Medicaid needed to be turned into a block grant program.

Let us take the opportunity we have here in Congress, finally freed from the manufactured crises, and invest in jobs, broad-based economic growth, and opportunities for our families and communities.
The earned income tax credit gives families flexibility and lets them take ownership of their lives.
We also knew the country was looking to us to make some compromises and to show that Government could function and that our democracy could work.
And while we absolutely need to tackle our long-term deficit and debt challenges fairly and responsibly, we now have some breathing room to focus on the other deficits that face our country--our deficits in jobs, our deficits in innovation…
To be clear, the money we save from this reform will go right back to the military. Veterans aren't Washington's piggy bank. They deserve fair compensation. We owe them a benefit structure they can count on.
It is cruel and irresponsible to have the Administration move in this direction.
