The president, who seems to view development assistance as ill-advised charity, does not seem to appreciate that global challenges do not have military solutions alone and, 'soft power' is a fundamental tool of our national security.
Sanctions outside of JCPOA dealing with ballistic missiles, et cetera, certainly, in my judgment, should be imposed.
These cuts, in a bipartisan way, were rejected and we turned out a really excellent bipartisan budget in the last cycle.
