Charles Rangel is a former U.S. Representative who served New York's 15th congressional district from 1971 to 2017. A member of the Democratic Party, Rangel was known for his advocacy on issues such as affordable housing, healthcare, and civil rights. He played a significant role in shaping policies related to the urban community and was a prominent figure in the Congressional Black Caucus. Rangel also served as the chairman of the House Ways and Means Committee, where he was involved in tax legislation and social security reform.

- Let me thank my friend and colleague from the great Borough of Brooklyn, city of New York, and my colleagues, for coming down to the floor. Mr. Speaker, when we started the Congressional Black Caucus in 1971, I guess most people said: Why do you need a Black Caucus? I tell the gentleman from New York--I guess you were about born when we started the Caucus--I wish by the time you got here and you were looking for the Congressional Black Caucus, I would be able to say: Hakeem, that's all over. That's when we were not treated as full Americans. That's ancient times, the same way I had thought that poll taxes and things of that nature that the late--my predecessor--Adam Clayton Powell had been able to overcome. - Mr. Speaker, the chairman of the committee would like us to believe that those who disagree with the gentleman and his bill are either stupid or do not understand the bill. The gentleman from California (Mr. Thomas) said that the gentleman from Maryland (Mr. Cardin) misrepresented the bill, but he never had enough time to share with us what part of the bill he misrepresented. Mr. Speaker, I remember last January how excited I was when President Bush stood right here and told us he did not believe that a tax code should pick winners and losers. The gentlewoman from Connecticut (Mrs. Johnson) said there are real benefits for real people. She said they will be eligible for them. The money will be put out there, and they might get them. Mr. Speaker, if I came out here with a bill that guaranteed that everybody get unemployment insurance and health care coverage when they were laid off, and I also wanted to give $25 billion to the governors of this country to distribute to whatever corporations they wanted to, Members would laugh me off this floor. My colleagues give the guarantees to the corporations, and then Members put the workers out there sort of to hope that the governors have the money or the legislature gets in session.2 sources2001govinfo.gov

(Mr. McDERMOTT asked and was given permission to revise and extend his remarks.) Mr. McDERMOTT. Mr. Chairman, when I read through this budget, they are back again, folks. They are back again. Just a few months ago the Republicans called a final vote on the budget bill that slashed funding for child support enforcement, foster care, student loans and health care coverage for low income families. Today, the nightmare continues. They are back again doing the same thing within 3 months. {time} 1445 Republicans propose another round of pain for Americans already suffering. The committee on which I serve is required by the Congress to cut $4 billion from the budget. Now, it will come out of my subcommittee, the one I am the ranking member on, because that is where the children are and that is where the weak and the old and the sick are. They are not going to take it away from the taxpayers. They are going to take it away for the poor and the weak. When the Republicans send the high-income earners to the trough for more tax cuts, they will starve the Federal programs to help the poor.
