Supplementing the Executive Order signed August 5th, in relation to the Relief, Protection and Transportation of American Citizens abroad, it is further directed:That the Secretary of State, the Secretary of the Treasury, the Secretary of War and the Secretary of the Navy be, and they are hereby constituted a Board of Relief to have general charge of the work to be done under and by virtue of joint resolution No. 314, passed August 5th, and that the Secretary of the Treasury be, and he hereby is designated Chairman of said Board.
