The political reality is we would have done it in the House. There was no way to get a bill through the filibuster in the Senate that is fully paid for.

I think that it is incumbent on the Government to take responsibility and to act through the proper procedures and the proper channels when these kind of incidents take place.

I am proud to stand with the 409. It is nice when we can pass important legislation with such a large majority, and I sometimes wonder about the 16. I don't know quite what is going on over there, but maybe the gentleman can tell me…
