I think that it is incumbent on the Government to take responsibility and to act through the proper procedures and the proper channels when these kind of incidents take place.

the aid that we provide is mostly for people, not for governments.

It is about human beings. Their humanity is being assaulted and they are being put in harm's way by virtue of how they look.

I want to make sure we do that in the right way.
