Steve Rothman: “I don't seek a rush to war.”

Madam Speaker, today Newark, the State of New Jersey, and the United States of America lost a hero, and the world lost, especially those that needed help, those who were being persecuted, they lost a champion.

History will record that this young man from Newark, Donald Payne, literally saved tens of thousands of lives--he did--all over the world--in America, in Africa, and in Northern Ireland.

He leaves behind a legacy, not only as a beloved husband, father, grandfather, great-grandfather, brother, family man, but also as a dear, loving friend.

He was known throughout the world as a champion of the downtrodden, those in need, and a champion of human rights.
