What happened was the Rules Committee decided to not allow the amendment to come to the floor. So at the end of the day, we have a bill where the rich are still being subsidized by the poor. Substance was altered by the stifling of debate. I will commend the chairman of the committee for all he did and by not voting ``yes'' on the rule because even he, a Democrat chairman, saw the error of their ways in what they did.
