Mr. Chair, again, I would just say to my colleagues that this is about our respecting the Constitution of the United States. This is about respecting the service of our men and women whom we have put in harm's way. We all know we should be doing this. We have to have the guts and the courage to do it. I urge the passage of my amendment. Mr. Chair, I yield back the balance of my time. The CHAIR. The question is on the amendment offered by the gentleman from Massachusetts (Mr. McGovern).
