- I rise in support of our energy and water appropriations bill. While much public attention is rightly focused on the war abroad, our committee continues to do its part to protect our Nation's security at home. The issue of energy security is now clearly before us. Our energy facilities must be safe and secure and we must continue the critical work of the Department of Energy to research and develop domestic sources of energy of all types and to protect our nuclear stockpile. On another front, Chairman Callahan has produced a bill that continues the Federal commitment to work in partnership with our States and local communities to address such vital needs as flood control, shore protection, environmental restoration and improving our Nation's waterways. I especially want to thank the chairman for his support of top priorities in my home State of New Jersey. Keeping our ports open for business is critical to our regional economy and the nearly 230,000 jobs related to port activity in both New York and New Jersey. - Mr. Speaker, the Know Your Caller Act will provide a simple but important consumer protection. Many consumers purchase and pay for caller ID service and caller ID equipment for several reasons: In the first instance, to protect their privacy; secondly, they provide for their personal security by identifying incoming calls and allow them the opportunity to decide before picking up the receiver, whether or not to answer the call. Guess what, some of the most frequent calls, those from telemarketers, not all telemarketers but many, appear with a message Out of the Area or Caller Unknown. Mr. Speaker, telemarketing is a commercial enterprise. As such, what would be the reason for not disclosing a business telephone number? There simply is no reason.2 sources2001govinfo.gov
- as we debate this appropriations bill today, we should recall the words of our President, George W. Bush, shortly after the attacks of September 11, 2001. He stated: ``America is a nation full of good fortune, with so much to be grateful for. But we are not spared from suffering. In every generation, the world has produced enemies of human freedom. They have attacked America, because we are freedom's home and defender.'' Mr. Chairman, the bill we have before us today is our answer to those who would attack America. This is a strong legislative product--one that reflects well on the Committee on Appropriations, I want to commend you, Chairman, Lewis, Chairman Young and Ranking Members Obey and Murtha for your leadership. Mr. Chairman, as we consider this important legislation, we must remain mindful that our troops are in the field--brave men and women fighting a new kind of war, as we speak. It is a war fought with new technology in a land that is very old world. It is a war that had Forward Air Controllers riding horseback and calling in strikes from laptop computers. This is a war being fought from our ships stationed 700 miles from targets. This is a war that utilizes B-52s and B-2s and B1Bs for precision targeting, but it is also a war that calls for our troops to go from cave to cave or building to building to seek out the enemy. - American business men and women have eyed China for years, knowing that the sky is the limit when it comes to selling American-made goods and services to the world's largest market. But Americans have found it difficult to trade with China since complete access to this vast market has been vastly restricted. In today's global marketplace, we can no longer afford any restrictions on trade with the world's largest population. We must engage China to ensure that American companies and American workers have the tools to compete with other nations now already in these markets. Remember, when America competes, we win. Over the past year, Mr. Speaker, I have worked with the gentleman from California (Mr. Dreier), chairman of the Committee on Rules, and a number of colleagues in support of extending permanent normal trading relations with China.2 sources2000govinfo.gov
