I stand in opposition to the motion to recommit. Our underlying bill already adequately funds cybersecurity in such grid activities, although much more work needs to be done to protect against consistent attacks on our infrastructure and computing systems. As for the underlying legislation, it is truly a House product. It provides funds critical to our national defense. It helps to maintain and rebuild our national infrastructure. It supports an economic climate to create jobs without government interference in the private sector. It helps those devastated by the floods in the Midwest and South while fully offsetting that help. It also cuts funding in the entire Energy and Water budget down to near 2006 levels. Madam Speaker, ours is a strong bill. I urge our Members to vote against the motion to recommit and for the underlying bill. I yield back the balance of my time. The SPEAKER pro tempore.
