“Just for clarification, the compromise that we have agreed to would prohibit the expenditure of funds for improvement or major repair of the dredge McFarland. This language is intended to prohibit the Corps from going forward with any substantial new investment in upgrading the McFarland or extending the vessel's useful life, but not to limit the Corps' ability to undertake repairs needed to keep the vessel operational as part of the Corps' minimum dredge fleet and to meet Coast Guard certification. I would ask the gentleman whether this is his understanding as well.”
