We oppose this amendment for the same reason we opposed the gentlewoman's amendment from California on the last. It would be highly disruptive to our troops and, I think, put them at great risk for their personal safety. So we oppose the amendment. I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from California (Mr. Garamendi). The question was taken; and the Acting Chair announced that the noes appeared to have it.
