Briefly I rise to oppose the amendment. I share my colleague's concerns that we should not be funding activities that the private sector should do on its own. That's why our bill cuts 24 percent out of this account, only preserving appropriate Federal activities that are too risky for the private sector to take on alone. The amendment goes too far, undercuts our ability to address gas prices, and therefore I must oppose it. With that, I yield back the balance of my time.
