I appreciate the gentleman raising the issue. Obviously, he is a wonderful representative of the Mariana Islands. However, given the way this amendment is written, it is unclear to me the impact that this may have on our military's future ability to train. So, regretfully, I must oppose this amendment, but I look forward to working with the gentleman to address his concerns. I yield back the balance of my time.
