This amendment sends, I think, the wrong message to the Iraqi people, who have suffered a great deal, and of course I recognize the loss of our soldiers and the sacrifice of our soldiers and their families. I think this is a very ill-advised amendment and I strongly oppose it. I yield back the balance of my time.
