I appreciate the endorsement of my efforts by the gentleman from Pennsylvania (Mr. Goodling). I would simply say that my colleagues, who wished that there had been regular order to consider these in committee, I believe, should have been given that opportunity, where I know the gentleman would have given them a fair and complete hearing.
