I thank the gentlelady for yielding. I appreciate my friend. I would just, with all due respect, say it is not an instruction book; it's an owner's manual. And the owner's manual, the Constitution, says for a bill to become law, the House has to pass it and the Senate has to pass it. That is why this bill is unconstitutional.
