“I want to add my voice to personally thank the gentleman from Kentucky (Chairman Rogers) and the gentleman from Minnesota (Mr. Sabo), ranking member, for their leadership and hard work on this. I know that the chairman has many competing priorities, and I know that he has done a masterful job in accommodating this very important priority, and I personally thank him for that. I thank the gentleman from Pennsylvania (Mr. Weldon), my friend and neighbor, without whom none of this would have happened, the gentleman from Maryland (Mr. Hoyer) for his skillful legislative work in bringing all this together and making this happen, the gentleman from New Jersey (Mr. Pascrell) for his energy on this issue at all times. I am honored to be part of it. Let me just make two brief comments. Two things we can be sure of: The first is when the next terrorist attack hits the United States the people who will benefit from this program will be the first ones to show up. They will be the first ones there, and because they are given these additional resources I am confident they will do an even better job than they already do. The second thing we can be sure of is that we will get every nickel's worth of value out of this $50 million.”
