And colleagues, I think the best way to resolve this debate is to ask a simple factual question. There are two approaches here. The majority approach wants to pass this piecemeal bill. We want--``we,'' meaning the entire Democratic Caucus and enough Republicans to pass it--we want to take up the Senate clean bill and vote on it now. Which of these two approaches would provide the most help most quickly to the Head Start centers across the country? Which would really help the program? If this bill passes, it will languish in the current political turmoil and go nowhere. If the Speaker puts on the floor the clean Senate continuing resolution, it will pass this afternoon, and the Head Start centers that are afflicted by this problem all over the country will open tomorrow morning. If you care about helping the Head Start program, you will vote in favor of the Senate bill.
