if the underlying bill becomes law, 4 million American women who presently are guaranteed breast cancer care will only have it if the insurance companies they move to decide to let them have it. We can change that by voting ``yes'' on this motion to recommit. The question is simple: Do we want our mothers and our sisters and our daughters and our wives to rely upon the whims of the insurance industry or the power of our votes? If you want to guarantee that this care goes forward, the only way to do it is to vote ``yes'' on the motion of the gentlewoman from New York. I urge a ``yes'' vote.
