I offer this amendment to conform the bill to a provision that was proposed by the gentleman from New York (Mr. Owens) in committee so that the rest of the bill can conform to that so that the reference would be to the employee's position and the employee. This makes it very clear that the position and the employer are both covered. This conforms the bill that we adopted in committee to the suggestion of Mr. Owens that was adopted in committee. I would urge its adoption.
