I tried to seek recognition to speak to the point of order. I simply wish to say this is consistent with what the President proposed this morning, so I believe we should have a vote on the Senate floor. If we don't have a vote today, we are going to continue to bring this measure before the body and will eventually get a vote. Mr. President, I ask unanimous consent that notwithstanding the points of order which lie against this amendment, the amendment still be in order.
