Photos from commercial satellites have revealed three new fields of intercontinental ballistic missiles. The size and scope of these missile fields indicate China is abandoning its previous nuclear strategy based upon minimal deterrence and instead is moving toward a strategy of assured retaliation against the United States, which is similar to Russia's nuclear strategy.
