The BRAC Commission knew about that important work and wanted to make sure our troops in the field would not be harmed by closing the base. They included a requirement that the Secretary of Defense issue a report to Congress proving that ``movement of organizations, functions, or activities from Fort Monmouth to Aberdeen Proving Ground will be accomplished without disruption of their support to the Global War on Terrorism.''
