before I speak to an amendment, let me join in the commendations to our colleague, Senator Domenici. I am privileged to serve on the Energy Committee which Senator Domenici chairs. I appreciate his leadership, as well as his commitment to our country. I am pleased to join the many voices that have spoken about his service.
