If my colleague will yield, I am sure the distinguished Senator from Illinois knows from his long political history that when you toss and turn, you know what is right. You don't toss and turn if you have a commitment and conviction of the choice you are going to make. You toss and turn when you know what the right choice is, but for other reasons you may not be willing to make that choice.
