Our goals remain to: (1) counter violent extremism and prevent the establishment of a terrorist safe-haven in Syria; (2) avoid the collapse of the Syrian state and its institutions; (3) prevent the transfer or use of chemical weapons (CW); (4) support and bolster the security of Syria's neighbors; (5) alleviate humanitarian suffering resulting from the conflict; and (6) help foster a negotiated transition leading to a representative government that is responsive to the needs of the Syrian people.
