Yes, the Senator is correct. This bill will freeze the eligibility for some subsidized properties that are required, under current law, to move to risk-based rates. But freezing the eligibility for some properties will not prevent any property owner from obtaining an elevation certificate and having their rate lowered to account for a lower risk reflected in the elevation certificate.
