What it is is an opportunity for those Governors within 100 miles of the coastal waters of the State of Virginia to work together to ensure that their interests are protected and maybe come to a collaborative approach as to how it might be done, which the Senator from Virginia does not, under his amendment, permit in any way whatsoever.
