Our international partners believe that the United States, if it is perceived as acting prematurely through additional nuclear-related sanctions legislation in the absence of a provocation or a violation by Iran, their willingness to enforce the existing sanctions regime, much less add additional sanctions in the event of the failure of the negotiations, that is likely to be diluted.
