I think the latest copy of the amendment that was filed, the final copy that was filed by Senator Warner only says the State of Virginia, if I am not mistaken, on page 2 at line 21. But I do believe, however, that the consequence of opening the Outer Continental Shelf, even for one State, has a ripple effect to all the States the Senator mentioned.
