If I can respond to my friend from Virginia, I would say under the amendment of the distinguished Senator, clearly there are no States' rights for those States that will be affected by the amendment of the Senator. Second, there can be no negotiation of any consequence if there is not some sound footing under which one can negotiate. If you have no right, then there is very little to negotiate.
