I see the Senator from Missouri is no longer in the Senate, but I make very clear the amendment Senator Lautenberg and I are proposing in no way undermines the standard that there need be competitive bids in the Federal highway funds or in Federal funds that mix both State and Federal dollars. This is about contracting rules that would encourage competition, not discourage competition. I believe if we were put side to side with Kentucky and West Virginia, we would find the New Jersey contracting rules are parallel. We would find this is one of the reasons the House unanimously agreed to this because it is an additional step that in no way undermines the standards that exist by the Federal Government. Again, it reflects the desires of the State legislature and the Governor to have stronger, stricter rules on contracts administered by the State. I yield the floor. The PRESIDING OFFICER. The Senator from New Jersey.

One minute and 5 seconds? That is the time allotted by the Chair? Let me, then, be brief. I rise today as a cosponsor in support of the amendment offered by Senators martinez and Nelson that will keep the door closed to offshore drilling…
I also want to note the House of Representatives included a similar measure in its version of the Transportation bill. It was a bipartisan amendment sponsored by New Jersey colleagues, Frank LoBiondo, a Republican, and Bill Pascrell, a…
I support the $1.1 billion Shelby amendment. The PRESIDING OFFICER. Senator Reid has 8 minutes, Senator Byrd has 12 minutes; Senator Sarbanes has 1 minute; Senator Shelby, 15; and Senator Gregg, 34 minutes. The Senator from New Jersey.
Tragically, since that speech by Mr. Wiesel, we have seen precious little actionable courage in preventing the genocide that rages in Darfur. Last July, the Congress recognized that genocide is taking place and voted on it here on the…
