The proposed expansion of the speed restriction would seriously impede maritime commerce on the Atlantic coast.
I think the rulemaking could go better or could go worse, and we will see how it works out.
While I hope that NOAA opts for a more moderate approach as they further develop the rule, it is the Coast Guard's responsibility to enforce the rule when it does happen, in any case.
