To the Senate of the United States: In response to the resolution of the Senate of February 4, 1897, I transmit a report from the Secretary of State.

I do hereby make known and proclaim that there is hereby reserved from entry or settlement and set apart as a public reservation all those certain tracts, pieces, or parcels of land.

This requirement proceeds upon the assumption that the foreign relatives coming here are in every case, by reason of poverty, liable to become a public charge unless the immigrant is capable of their support.

I transmit a report from the Secretary of State, submitting a list of the claims filed in the Department of State by citizens of the United States against Spain.
