If the existence of the commodity taxed and the profits of its manufacture and sale depend upon disposing of it to the people for something else which it deceitfully imitates, the entire enterprise is a fraud and not an industry.

The civil-service rules as revised May 6, 1896, are hereby amended as follows.
It appears that terms of court are now held at four different places within the eastern judicial district of Texas.
Such vacancy may, subject to the approval of the Commission, be filled by appointment without examination and certification for such part of three months as will enable the Commission to provide eligibles.
