“I hope so. Madam Speaker, again, I just keep pointing out that the only reason that we start to agitate as Democrats is because we cannot get some of these good proposals brought forward. That is certainly true with the Patients' Bill of Rights. But, hopefully, it does not have to be the case with this Medicare proposal. I know that, initially, there was Republican resistance to the idea of taking 15 percent of the surplus and using it for Medicare. I hope that they will go along with that. I hope that they will go along with the prescription drug proposal and some of these other very significant changes in Medicare that the President has proposed.”
