I took to the floor at the time because I wanted to express my concern that we not waste our time here in the House of Representatives dealing with procedural matters about who had a task force and who paid for the task force and what happened with the task force, but rather, we spend our time on substantive ways to try to achieve health care reform. We know that there are about 40 million Americans now that have no health insurance, and we know that there are problems with managed care and with HMOs, quality problems, which the gentlewoman talked about when she talked about the Patient Protection Act and the consumer protections that we all feel should be addressed with regard to HMOs and managed care reform.
