The problem with the block grant, if you use my State, you can write into this language that would not allow this, but there is the danger that you send the block grant to the State and they use the money to fund the program already there. You can try to avoid that through legislation, but it is always going to be a problem. If there is not enough money, they use it for the existing program and do not expand it to include anybody else.
