Well, no states are carved out, and I think it is just a fact of math that when there is a Federal and state partnership to share all costs and the Federal Government is saying, I am pulling out of that partnership, and I am setting my limits at a certain amount, and the state is responsible for everything above that, every state becomes a loser in that formula.
