Well, I think, if the gentleman will yield back, the problem is that they are trying to squeeze all of this money out of the budget through the Medicare and the Medicaid programs, and the gentleman from Ohio makes the point that essentially what is happening here is they are turning over, if you will, the Medicaid program in a block grant to the States and letting the States essentially do what they want, whether that means no nursing home standards or whatever, in order to try to save money, to squeeze money out of Medicaid again primarily to pay for these tax breaks for the wealthy. That is what motivates this. It is all budget driven.
