Clearly, No Child Left Behind is the biggest unfunded mandate that ever existed around this place. The gentlewoman is absolutely right. We do not hear anything about that now because they just want to talk about how wonderful the program is. But there is no money for it, not anywhere near what there was supposed to be to fund it.
